This is the trade lingo for "figure out whether everything is working properly and make it right". The approach is similar to troubleshooting, but could be better described as "optimization". Keeping in mind the gap between the designer's expectation for operation and real life operation, there is often 10-20% of your energy cost which can be trimmed at very low cost by just giving a thorough review of operations and adjusting them to fit the real life building.
For some reason, this activity is not done very often, probably from the mistaken perception that "no complaints means no problems". We know differently from long experience!
